The Flats

The Flats are the outermost civilization of Neo Avalon, inhospitable salt flats and desiccated desert: perfect for getting lost or getting someone lost in a manner of speaking. However, stubbornly, humanity seeks to plant its influence everywhere. The Flats boasts a few ramshackle townships better-suited to the Old West than a rapidly developing civilization. Here is where the rebels dwell, seeking freedom from surveillance, from technology, and seeking to make their own way through sweat, blood, and toil.  It was more than just a homage to the ways of an Outlaw life, it was or loosely regulated and governed as one too.  People could come here searching for fortune as the new gold rush was innovation and clearance to experiment recklessly with all the new and wild powers so freshly introduced to the world as a whole and so this became where all the mad scientists, daredevils and outcasts congregate.  There is also a notorious and rather well known issue of the Sand Pirates - marauders who race across the plains, raiding towns and research and development tech firms out there and sell off the stolen goods to the highest bidders.
